WAPA restores power to all St. Thomas and St. John feeders except portions of 9C and 10B, with about 4,164 St. Thomas customers still out

WAPA said in a 7:26 PM alert on Saturday, October 24 that power had been restored to all feeders on St. Thomas and St. John, with the exception of portions of Feeder 9C and Feeder 10B, and that crews continue working to restore power to the remaining affected customers. The outage tracker reading WAPA's own map at 9:01 PM counted 4,164 customers without power on St. Thomas, about 17 percent of the island, in 12 outages, with St. John all clear. The largest remaining outages were Frydenhoj, on Feeder 9C, at 2,607 customers out, and Frenchman's Bay, on Feeder 10B, at 1,430 out, both dating to the midday districtwide failure at the Randolph Harley Power Plant.

Field Note

Restoration is not the same as stability. The same plant and the same thin reserves are carrying the district tonight, so keep water, fuel, and cold storage plans in place until the system has held for a full day.

ISW: Ukraine struck five power hubs in the Crimea Switch Off operation, and Sevastopol is on a two hours on, six hours off power schedule

The Institute for the Study of War, in its October 24 assessment, reported that Ukrainian Unmanned Systems Forces data from October 23 to 24 indicates Ukrainian forces struck five power hubs as part of the ongoing operation Crimea Switch Off, and that NASA FIRMS data shows heat anomalies at the Taman substation, the main power node connecting all four lines of the Russian energy bridge that transmits electricity from Russia to occupied Crimea. Russia's Ministry of Energy claimed power outages in occupied Crimea and in occupied Kherson, Zaporizhia, Donetsk, and Luhansk oblasts due to an external impact on energy infrastructure facilities. Sevastopol's occupation governor claimed only 40 percent of apartment buildings in the city have power and that Sevastopol is operating on a two through six schedule, with residents receiving power for two hours and having outages for six hours, while Crimea's occupation head claimed electricity and water supply restrictions across the peninsula following the strikes.

Field Note

This is grid war run as a schedule, not a single event: rotating power, water restrictions, and public facilities switching to backup power. The household version of the same lesson is to plan an outage in hours and days, with water and power needs matched to a rotation, not to a hope that the next hour brings full service back.

Kenya reports a second Ebola death as the U.S. requires inbound air travelers to attest they have not been in Congo in the previous 21 days

Kenya's Health Ministry announced the country's second Ebola death on Friday, saying a 65-year-old woman who was a close relative of the first patient died Friday evening after developing symptoms while in quarantine and receiving supportive care at an infectious disease unit in Nairobi. The remaining seven Ebola patients were receiving treatment at two isolation facilities, and no new infections were reported. Authorities have identified some 135 contacts of the first patient, placing 118 in quarantine, and eight tested positive while in quarantine, including four health workers and four close family members. In Nigeria, authorities said Friday they had yet to verify how the country's first Ebola patient contracted the disease; Switzerland's Federal Department of Foreign Affairs told the Associated Press she did not visit Congo and is believed to have contracted the virus while traveling in Uganda, and the Africa CDC earlier said the first patients in Nigeria and Kenya had traveled through Uganda's Entebbe International Airport on October 3. United States health officials this week said all passengers boarding an international flight to the U.S., no matter from where, must sign a statement attesting that they have not been in Congo in the previous 21 days, and the U.S. CDC said Thursday that travelers who were in Congo in the three weeks leading to their trip will not be allowed to board flights with U.S. destinations, including Americans.

Field Note

The U.S. measure is a boarding gate rule built on one exposure history: Congo in the last 21 days. Anyone with travel to the region should read the current CDC guidance before booking, and every household should keep basic infection control supplies, gloves, disinfectant, and a thermometer, stocked while this outbreak runs.

Civil Unrest / ConflictSat, Oct 24, 2026Karak governorate and nationwide, Jordan

Gunmen who killed seven at a church funeral in Jordan remain at large as security is stepped up across the country

The U.S. embassy in Amman said security had been stepped up at malls, foreign embassies, and other locations across Jordan after Friday's attack on a church in Jordan's Karak governorate. Seven people were killed and dozens were injured when gunmen opened fire during a funeral at the church, the head of the country's Public Security Directorate said. There was no immediate claim of responsibility. Authorities are still searching for the attackers, whom they describe as extremists, while adding it was too early to determine whether they had links to known groups inside or outside Jordan.

Field Note

Jordan is one of the region's stability anchors, which is why an attack on a house of worship there matters beyond one governorate. For travelers, the embassy notice is the actionable part: expect a higher police presence and tighter security at public venues across the country while the manhunt runs.

WAPA reports a districtwide outage on St. Thomas and St. John as Unit 27 repairs slip and generation fails

The U.S. Virgin Islands Water and Power Authority reported a districtwide outage impacting all customers on St. Thomas and St. John at 1:15 PM on Saturday, October 24, blaming lost generation at the Randolph Harley Power Plant. The outage tracker reading WAPA's own map at 1:20 PM counted 28,337 customers without power in 38 outages, about 99 percent of St. Thomas and effectively all of St. John, before the map stopped answering. Crews had completed installing the replacement part on GE Unit 27 that morning after parts arrived from Texas and Missouri, but repair delays pushed outage rotations from two hours to three, and by 4:21 PM WAPA said some Wartsila units had returned to service and power had been restored to some customers, with restoration work continuing.

Field Note

A whole district out at once is the end state of running with no reserve margin. If one plant carries your area, plan as if the outage will be total and multi-day: stored water, cash, fuel, and a way to keep medications cold.

Overnight strike on the Taman substation blacks out occupied Crimea, with Sevastopol and Yalta in the dark

An overnight attack on the Taman substation in Russia's Krasnodar Krai, which links the Russian grid to occupied Crimea across the Kerch Strait, caused sweeping blackouts across the peninsula, according to Kyiv Independent reporting carried by SETimes. NASA FIRMS satellite imagery showed damage at the substation, NetBlocks reported widespread internet outages, and Sevastopol's Russian-installed governor said the city was temporarily without power after an enemy attack on energy infrastructure outside the city. Authorities claimed power was restored in multiple cities, but residents later reported fresh blackouts in Simferopol, Yalta, and Alushta, and the Kyiv Independent said it could not independently verify the extent of the blackouts or the reported attacks.

Field Note

One substation feeding a whole peninsula is a single point of failure you can see on a map. The lesson travels: know what feeds your home, and assume the repair clock runs in days when the failed node is specialized equipment.

Storm Austen leaves 31,000 South West homes without power as Storm Boelo brings amber warnings and 80 mph gusts to the north

Storm Boelo, the second named storm of the season, is bringing an amber wind warning across Scotland, parts of the far north of England, and the northeast of Northern Ireland from 9 PM Saturday to 9 PM Sunday, with gusts potentially exceeding 80 mph and the Met Office warning of power cuts and flooding. It follows Storm Austen, which hit the southwest on Friday and left at least 31,000 homes without power in the South West of England alone, downed trees, cancelled planes, and collapsed part of the historic West Pier in Brighton into the sea. Network Rail Scotland is closing several lines from Saturday night and running trains at reduced speeds across much of Scotland.

Field Note

Back-to-back named storms are the pattern to plan for: the second system hits crews, trees, and saturated ground already weakened by the first. Charge everything and secure outdoor gear before the first storm, not between storms.

Severe thunderstorms bring a tornado and large hail risk to New Mexico and west Texas after catastrophic flooding in the region

The National Weather Service says severe thunderstorms are a risk from Saturday, October 24 through the morning of October 25 across the Southwest and Southern High Plains, with frequent lightning, severe wind gusts, hail, and a few tornadoes, and a greater risk of hail 2 inches in diameter or larger and tornadoes from south-central and southeast New Mexico into far west Texas. Major cities in the risk area include Albuquerque, Santa Fe, and El Paso, and more than 2 million people were under flood watches on October 24. The storms follow catastrophic flooding on the San Juan River near Farmington, New Mexico on October 23, where officials reported 20 rescues overnight in San Juan County, a local disaster emergency in Pagosa Springs, Colorado, and an emergency declaration in Hurricane, Utah after flooding damaged dozens of homes and RVs.

Field Note

Flooded ground plus a second round of storms is a compound event: damaged roads fail faster and rescue crews are already tired. Stay off flooded roads entirely and treat low water crossings and burn scars as closed until officials clear them.

King tides and 3 to 5 inches of rain drive a multiday coastal flood threat from Miami to Charleston

A tropically enhanced storm system stalled over South Florida is expected to bring widespread 3 to 5 inches of rain into early next week, with rain rates of 1 to 2 inches per hour, while seasonal king tides peaking this weekend keep coastal waters elevated. Coastal Flood Alerts have been issued from Miami to Charleston, South Carolina, a span of about 500 miles, and persistent winds of 20 to 25 mph are pushing water inland, keeping minor to moderate coastal flooding in play during high tides. FOX Weather puts South Florida under a level 1 of 4 flash flood risk on Saturday, with a smaller area under a level 2 threat Sunday into Monday, and the level 1 threat remaining in effect through Tuesday.

Field Note

King tide flooding arrives on a schedule printed months ahead, which makes it the easiest flood to prepare for: move vehicles off low streets before high tide, never drive through salt water covering a road you cannot see, and expect storm drains to back up before the rain peaks.

Exploitation attempts spread for the PHP2Shell flaws as the FBI urges immediate patching

SecureResearch's October 24 cyber brief reports that exploitation attempts are spreading for two critical PHP core vulnerabilities, CVE-2026-109618 and CVE-2026-109619, dubbed PHP2Shell, which could allow remote code execution. Cloudflare has reported millions of exploitation attempts, according to Nextgov reporting cited in the brief, and the FBI urges organizations to apply the available security updates immediately. A third PHP flaw, CVE-2026-115560, affects only a specific configuration, and PHP advises disabling session upload progress until a fix is released.

Field Note

All eight Little Wicomico River oyster samples test positive for Salmonella, Virginia reports

Virginia's October 23 update reports that state shellfish inspectors pulled 400 Little Wicomico Oyster Company oysters from cages in the river on October 13, four days after the harvest closure, processed them into eight meat samples, and found all eight positive for Salmonella. Genetic results to determine whether the strain matches the outbreak strain are expected next week, a second round of 400 oysters was collected on October 21, and fecal contamination samples followed on October 22. The river stays closed under Emergency Condemnation 010A through November 7, reopening requires three consecutive negative rounds, and the health department says its inspections of the company's dealer facilities have not turned up deficiencies linking its operations to the illnesses.

Field Note

The contamination is in the growing water, not just in one shipment, which is why the closure matters more than the recall window. Do not eat recalled Little Wicomico oysters, check shellstock tags for VA-1421-SP and September 18 to October 8 harvest dates, and cook oysters rather than eating them raw while this investigation runs.

CISA adds exploited Collabora flaw to the KEV list as attackers backdoor Nextcloud servers

CISA on Friday added CVE-2026-110447 (CVSS 9.2), an operating system command injection flaw in Collabora Online Built-in CODE Server used within Nextcloud, to the Known Exploited Vulnerabilities catalog. Threat actors have exploited it to backdoor Nextcloud servers with a web shell, then conduct reconnaissance and search for credential stores, password manager artifacts, and cryptocurrency wallets. The flaw was fixed in September 2026 in version 26.4.303, and federal agencies are advised to apply fixes by October 26, 2026.

Flood watch holds for El Paso and southern New Mexico as more large hail and heavy rain threaten Saturday

A flood watch remains in effect for El Paso and parts of southern New Mexico until 6 a.m. Sunday, October 25, with another round of severe thunderstorms capable of heavy rainfall, large hail, damaging winds, and localized flash flooding. Generator failures close schools and offices on St. Thomas and St. John as WAPA races a Saturday repair

Extended power outages from reduced generation capacity at the Randolph Harley Power Plant forced Gov. Albert Bryan Jr. to close public schools and executive branch offices in the St. Thomas-St. John district on Friday, October 23. WAPA reported a recurring control-system malfunction on GE Unit 27 and mechanical problems requiring more extensive repairs to Wartsila Unit 7, and said limited backup capacity could knock circuits back offline even after restoration. The authority located a replacement component for Unit 27 and anticipated installing it Saturday, a step expected to suspend the major outages, but cautioned that further interruptions remain possible while capacity and reserves stay thin.

Field Note

This is what a fragile grid looks like before it fails outright: one plant, two broken units, and a whole district rotating through the dark.
